E-Government Act

This article emphasizes on strategies to make sure that E-Goverment act is implemented and maintained.  Research was done from Lexis-Nexis as the source.

I visited a few good documents on E-Government Act from Lexis-Nexis. According to PROMOTING GOVERNMENT USE OF THE INTERNET, H.R. 3844, the basic motto of US government in implementing its E-Government Act is to "create a government that is most efficient, effective and focussed on citizen's needs " ... more specifically, the Act should ensure that "efficient dissemination of sensitive government information should be secured by Encryption technology and digital signatures and by respecting individual privacy" - The strategy here is planning, procuring, implementing and maintaining efficient web-based IT systems and standards that focus on security, privacy and ethical issues of information dissemination.

As stated by Mark W. Everson, Deputy Director for Management Office of OMB, the core e-government strategy should focus on -

- Simplifying delivery of services to citizens
- Eliminating layers of government management
- Making it possible for citizens, businesses, other levels of government and federal employees to find information and get services easily from the Federal government
- Simplifying agencies' business processes and reducing costs through integrating and eliminating redundant systems
- Enabling achievement of the other elements of the President's Management Agenda
- Streamlining government operations to guarantee rapid response to citizen needs.

The 4 core focus areas of e-government strategy that interested me are as follows -

a. Individual - Means, citizens should be able to find the government information or use the government service instantly. The strategy should be to create single -point of access portals.
b. Business - Core focus should be on automating various ways that government interact with business entities. This reduces burden on businesses.
c. Intergovernmental - Means, focus on improving ways of sharing information among federal, state government departments, targeting administrative savings.
d. Re-engineering - Considering redesigning of existing internal processes to reduce cost for agency administration. Focusing on areas such as supply chain management, financial management, knowledge management will improve work-flow efficiency, employee satisfaction and retention and reduce work-trails.
